Run simulaneous load-balanced redundant Kuali Student instances (with or without RICE)

      Description

      Objective: Enable Kuali Student to run with 2 or more parallel redundant, load balanced servers on two or more CPUs
      1. Provide a Spring configuration that contains no Web service calls for non-workflow items.
      2. Enable these to run with (or without) stand-alone RICE, where all KS Servers can point at the same RICE instance (or enable RICE to have multiple instances, either way) so that

      • CourseService, ProposalService and all other services that relate to saving and returning a course proposal do not use Web services and do not use RICE except when some workflow process is required.
        3. To make this convenient place spring application beans into 3 separate XML files such as Service.xml, Assembler.xml, and DAO.xml. This might be good to facilitate changes (a local service and Web service can be more easily interchanged) and design constraints such as access between levels can be checked (using a level checker for instance).

      Note: The KRICE Roadmap is (for some reason) the only project that I can enter this in. It relates somewhat to Rice, because that is what is keeping us from running parallel servers. But this is really a Kuali Student item in most ways.
