      Description

      On Manage SOC page pressing the [Allow Final Edits] button should state change the SOC to "final edits" as seen in wire-frame 04
      o Confimation dialog should pop up.
      o Cancel should cancel the action.
      o State change log table should display timestamp for state change.
      o "Publish Set" button should be displayed.

          Note: the wireframes currently show that in Locked state, both the Send Approved Activities button and the Allow Final Edits button are enabled. Instead it should be that changing the state to Locked enables the Send Approved Activities button while the SOC Scheduling State becoming complete enables the Allow Final Edits button.

          This jira does not meet the acceptance criteria for MSR 4.2: "User is able to see the current state of the SOC is Final Edits, and the history of the states of the SOC is updated without having to refresh the page." Currently, user has to refresh the page to see the history and time stamp updated.

          The state changes for the state changes with async processes are still broken, but the simple state changes are fixed.
