Rice Trackback - Remove UrlInfo.java which provides an override for a Rice class

            Description

            During the Rice 2.3 upgrade we noticed an issue the UrlInfo.java class.

            It was not setting the request parameters in the copyProperties method.

            In order fix this we had to create a local version of the file. Rice will fix the issue on their end. When that happens we need to REMOVE the file from our system.

            This was causing errors when you clicked on the Manage Course Offering link.
