UX Architect comment from Prioritization spreadsheet:
I agree that this should be a user preference, but it would also be recommended to allow a user to right click and open in a new tab/window from the inquiry icon. If opening in a new window, make sure that inquiry will open in the same browser tab/window instead of opening a new one every time.
Also, if opening in a new window, we need to consider how one window will interact with the other. Will the user be able to select a value from the inquiry window and have it populate the field in the original window?
