Create New Agenda requires two blur events to fully render Type when Context is typed in (first renders label, second renders select)

      Description

      Rice Sampleapp, Main Menu, Create New Agenda, Namespace Kuali Rules Test, Name Test, Type Context1 into Context input, tab or click out, notice Type label renders, but select does not. Click into Context input and tab out again, notice select now renders. If lookup is used for Context, Type label and select render as expected.

            I've tried this in both Firefox and IE, and I cannot reproduce the behavior described (and shown in the screen shot). For me, as soon as I tab away from the context, the Type label and drop-down appear.

            This is true when the quickfinder is used to populate the field.

            env1 right now doesn't render the Type field at all when I manually type in the context or use the suggested context.

            env2 of the 2.3 branch also experiences this issue. Strangely it works fine with my local 2.3 application.
