      Description

      There are several steps implementing institutions can take to make the interactions between client applications and a standalone Rice application easier, but there are still times where the KSB will be unreachable when a client application tries to restart. It makes things much easier for a client application if the KSBConfigurer is modified to handle web service exceptions when it tries to sync with a remote KSB. This could allow it to start up as long as it doesn't depend on other services during startup and can sync up with the KSB later.
