      Description

After the rice upgrade (2.5.0-M5-r47636) we did recently which was after the spring 4 upgrade, our KRAD pages started loading very slowly, navigation is super slow. Jerry said he could reproduce this locally and said he'd take a look.

I'm not 100% sure that this issue is what is causing this, but after upgrading past the commits for this issue, on the Travel Authorization document, we are getting sections in the wrong order. The document description is fine but the next section is Notes and Attachments, which should be around the bottom. We verified that it was not the Spring downgrade that did it and other commits don't seem to touch that type of code, so we suspect it was caused by this. Can you please take a look?

Looks like it's occurring from the 48078 or 48079 commit. The first commit (48077) was still fine.
