      A scenario has come up with MIT's KC implementation where multiple agendas are being selected for execution, but the order of execution needs to be controlled. There is not a great way to do in KRMS currently. The Agenda inteface gives an appliesTo method that controls agenda selection, but there is no way to control order.

      In terms of responsibility, it seems like that is something that might belong in a ContextTypeService, but we have no such interface presently. We'll have to brainstorm on the cleanest way to accomplish this one.
