      Description

      no requirement for this yet. but, it would be nice if the caching of drop down values in action form util map could be configured on a per drop-down basis. now, is can just be configured on a per form (or app level, if you have a common base form) basis by setting the appropriate boolean attribute on the form - which is also kinda clugy. could introduce a global parameter to turn off alltogether. but, i'm not sure how you could use parms to configure on a per form basis.
