            Description

            Once we've finished creating the new maintenance documents for rules and rule delegations we should be able to clean up a lot of old junk in the code base. in particular:

            1) Remove the old Rule and DelegateRule jsp pages from en
            2) Remove the old Rule and DelegateRule struts actions
            3) Review RuleService and figure out which methods are no longer needed (should be quite a few)
