Error messages at the top of the maintenance.do page do not display properly in IE

      Description

      On the maintenance.do page, when error messages appear at the top of the form, they are rendered as expected in Firefox, but IE does not display the errors themselves, only the error indication message and the icon (see attached images). For some reason, IE appears to be truncating the display of the content at the top of the form (as can be seen by looking at the "required field" text, where the tail on the "q" is truncated). This is despite the fact that the error messages can still be seen by viewing the page source.

      To reproduce either of the above images, do the following:
      1) Open up two separate browser windows/tabs.
      2) Have both windows open the "New KEW Document Type Lookup" page and perform a search that returns at least one document.
      3) Pick a document to edit and have the two windows try to edit it.
      4) After filling in the required field(s), click "submit" in one of the windows, then click "submit" in the other window.
      5) The last window to perform a "submit" will display an error, though IE does not display it properly.

        Turns out this was just a CSS problem. In both kuali.css files, the class div.msg-excol (which is used on page.tag for encapsulating certain global messages as well as the expand/collapse all buttons) defined a fixed height of 24 pixels; this prevented the error messages from being displayed because the header error and the error icon used to take up the 24-pixel range. Firefox seemed to be ignoring this height restriction, though, because I only experienced the truncation problem with IE. Removing the fixed height requirement from div.msg-excol solved this problem.
