The tabs on the RuleQuickLinks page vanish if they are expanded/collapsed when Javascript is disabled

      Description

      On the RuleQuickLinks (Routing and Identity Management Document Type Hierarchy) page, if the user tries to click on any of the show/hide tab buttons when Javascript is disabled, all the tabs vanish when the page reloads and are replaced by these words: "No Documents Match".

            I stumbled across this problem when I was testing the portal links for KULRICE-3137.

            The tabs can now be expanded/collapsed properly regardless of whether or not JavaScript is disabled.
