      Description

      When a remote service or class is needed from a remote system in order to search, edit, copy, etc, Rice doesn't alway handle things in the greatest way. KULRICE-3646 improved on this a bit so things don't crash and burn, but the fix is just catching exceptions and logging them.

      We need to look into better ways of handling this situation.

          Created a new exceptions for bad service connections.

          Each case where the service is called needs to check for this exception and handle it there.
