      It doesn't look like this is being checked the same way that it is in the other methods on this service. So essentially, the blanket approve group that's set on the document type will always take precedence over any KIM permissions. Maybe this is the desired case, but I'd like to verify whether or not that is what we want here and if it's consistent with the other methods on this service.
