Description
Our service namespaces are all over the place. In some cases we use things like "KEW" and in other cases we use URLs. I think url-based namespaces are the way to go. But whoever gets assigned this needs to do some work to come up with and document a standard for these namespaces (at least within Rice itself).
This will be very important for version compatibility because we won't be able to change service names once we hit the compatibility point.

Setting fix version to milestone 6 because we will need to address at least part of this during the KEW version compatibility work.
