Split out service apis out into their own maven module in the Rice project

            Description

            This would include both the service interfaces, as well as the DTOs that they use.

            I'm still trying to figure out the best way to do this. The main question is whether or not resource loading framework will be in this module. I think the answer is no, but that means we need to move the module-specific service locaters (KIMServiceLocator, KEWServiceLocator, etc. out to a different module).

            Jason or Jeff may already have some things in mind as well regarding how we might approach this breakdown from a maven perspective.

                This jira issue is really a bit too vague. I think we've come up with the general strategy already and documented in our analysis documentation. So I'm going to go ahead and resolve this issue as incomplete since we haven't actually done this yet with all of the code.
