rename NOTIFY_EXCLUDED_USERS_IND parm to something clearer

            Description

            Per Eric's explanation on KULRICE-3975 it would be good to rename this parm to something clearer. I'd recommend using just NOTIFY_GROUPS, flipping the allow/deny indicator to a "D", and changing the description to this sentence from Eric's explanation: Defines a group name (in the format "namespace:name") which contains members who should never receive "notifications" action requests from KEW.
