Permission and Responsibility lookups show both active and inactive records.

      Currently, the "active" field isn't a lookup field, so it isn't being set when setting the criteria on the lookup. This means that both active and inactive records are displayed by default, which would be incorrect.

      We need to modify the Lookup field properties in the appropriate DD files and add the following:
      <bean parent="FieldDefinition" p:attributeName="active" p:defaultValue="Y"/>
