Remove usage of XmlConfiguredAttribute from qualifier resolver and rule attributes

      Description

      In the StandardGenericXMLSearchableAttribute class I was able to get rid of the need to have a setRuleAttribute by turning the class into a stateless class and passing the ExtensionDefinition into the various methods that might need it. This seems cleaner and removes the need to have special cases for XML-based attributes. This would in turn allow us to remove the XmlConfiguredAttribute interface.

            Scope on this changed slightly. So XmlConfiguredAttribute now has extensionDefinition instead of RuleAttribute. This should be sufficient for now.
