      Description

      IU has developed RICE code we'd like to contribute to foundation RICE 2.0 for this.

      Currently workflow will "replay" the last route node of an enroute document when a related role changes. This is often not desirable behavior and can result in a ton of workflow resources getting gobbled up to re-route things when a change impacts a lot of enroute docs. But there's currently no way to stop it. Schools who don't want this function have had to go in and modify the code to make it stop (I think MSU has done this and maybe CSU as well). IU has developed a document type police that will allow an institution to turn it off by document type, allowing those who want it (even just for certain doc types) to keep it and those who don't to turn it off.
