Default sizes for Rice caches are too small and timeToLiveSeconds is not configured properly

      Currently we're configuring timeToLiveSeconds on the defaultCache element but this doesn't affect the other cache entries. Also, the maxEntriesLocalHeap is very small on many of our caches.
