On permission inquiry, inactive roles are still shown with no indication that they are inactive.

      Description

      On permission inquiry, only the active role/perms show up in the Granted to Roles column. However, when you open the inquiry, both active and inactive roles show up.

      To set up and see data locally. For testing purposes, I had to change the "Copy RICE Document" permission to have inactive role/perm data.
