      Description

To support file downloads, we have enctype defaulted to multipart/form-data on the form tag. This is not only a performance hit, but also causes the jQuery form plugin to not use a true ajax call:

      http://www.malsup.com/jquery/form/#file-upload

We should take the default enctype off. Then the new version of jQuery form will handle this for us if it detects file uploads. For non-ajax requests, we can add similar logic to detect file inputs and set the enctype on the form.
