|Functional Justification :||Most of KFS is updatable by functional users or through the UI. Several changes are requested that affect the Data Dictionary that make sense for updating through the UI.|

This was discussed in the KAI and was primarily driven by a KFS request.
What they were looking for was at least document type authorization, labeling, and active indicator must be maintainable by functional users

KFS has been wanting for a while, so it seems like they would be the champions.

All but the active indicator part of this is being covered by KRAD work. I'll break the active indicator part out to its own Rice development item.
