Since we need to copy files from the plugins to the css folder for generating the minified files, this causes these files to appear when the developers are looking at the css folder and could cause confusion. Therefore we would like to generate the minified files in a new directory (that developers don't work with) like 'min'

I think this might be causing issues in env1, all the KRAD screens are coming up blank because they are not able to find the minified files. Doesn't appear they are getting generated. I wondering if there might be a permission issue trying to create the directory? Anyhow, for the 2.2.0-rc1 release I needed to revert back to using the full files so testing can finish up. After that is out the door we can switch back to the minified versions and see what might be going on.

Creating the directories ahead of time fixed the issue in env1
