Allow for partial scrolling of a header with a set freeze point that would retain part of the header.

Shrink your browser window a bit and notice that the tab part at the top is lost to the scroll but the main bar sticks to the top of the scroll area at all times.

this is already available in 2.3 m1 see KULRICE-8877
